Champion Points or Champion Skills in Elder Scrolls Online can only be acquired once you reach level 50. These were added in Update 6 with the Champion System.
From the Dark Brotherhood update, Champion Ranks replace Veteran Ranks in player progression.
Once you reach level 50 your progress is measured by the amount of Champion Points you have earned. Every time you are granted a Champion Point it will be for The Warrior, then The Thief and finally The Mage. It will rotate through all three of these before you will get another point in the same one. So in order to get 10 points to place in any of The Thief Constellations, you will have to gain 10 in The Warrior and 9 in The Mage.
Spending 10, 30, 75 and 120 points in the stars of a single Constellation will grant the player automatic Passive Skills that are unique to that Constellation. Below are all the Skills that can be acquired from these trees.

The Steed in Elder Scrolls Online, is a minor constellation located within The Warrior constellation. In the Champion System in Elder Scrolls Online, this boosts the player's Resistances and reduces the duration of disabling effects. There is also a Mundus Stone that when activated, Increases run speed and increases Health Recovery .
Players may spend up to 100 points in each Passive Skill (Star) in this constellation, for a total of 400. Diminishing returns are a factor here. As the player puts more and more points into a star in this constellation they will get less and less benefit.

Increases your Physical Resistance by [x]% when a Medium Armor set of 5 or more pieces is equipped.
Resistant
Reduces the amount of damage you take from Critical Hits by [x]%.
Spell Shield
Increases Spell Resistance by [x]%.
Iron Clad
Reduces the duration of all snare, stun, fear and disorient effects on you by [x]%.
Invigorating Bash
(Unlocks at Rank 10 of The Steed) Gives you a 20% chance to restore 502 Health when you Bash an enemy.
Phase
(Unlocks at Rank 30 of The Steed) After using Roll Dodge, your Physical and Spell Resistance are increased by 660 for 3 seconds.
Resilient
(Unlocks at Rank 75 of The Steed) Restores 1% of your Max Health when you are hit by a critical attack.
Reinforced
(Unlocks at Rank 120 of The Steed) When activating a block gain a damage shield for 1254 every 10 seconds.

Increases run speed by 5% & increases Health Recovery by 210 (7.625% with 7 Legendary Divine Traits)
